You are looking at a rare Intelligarde Security hat.  This is a Toronto, Ontario based security company, that had issued these hats to their staff.  This hat is the same style as most police, however, has a yellow and black checker around the hat to identify it as NON POLICE.  The badge reads Partners in Protection, Intelligarde , SECURITY.eBay Staff:This hat does not violate any eBay policy, this is NOT a police hat or badge, this has absolutely no police power, the badge clearly reads SECURITY, this can not be interpreted to be police or quasi-police
